More than 700 farmers have withdrawn from the Beef Exceptional Aid Measure (BEAM) before they receive any money.
Some 34,517 farmers received letters of approval from the Department of Agriculture on 11 October.
However, 533 farmers then asked to be withdrawn from the scheme. A further 182 farmers asked to leave the scheme before the approval letters were issued.
Nitrogen reduction
One of the conditions of the scheme is that farmers reduce the level of production of bovine livestock manure nitrogen per farm by 5%.
The figures were released by Minister for Agriculture Michael Creed in response to a parliamentary question from Independent TD Michael Fitzmaurice.
